Abandoning your build or ghosted? You have until the time in the Abandonment Grace Period Matrix passes until the build is opened for finishing by others. Active? Then no deadlines. 1st number is for ghosting. 2nd number is for leaving after warning staff.

Active means "Progressing to the next phase within the ghosting grace time frame."
